Missouri’s Office of Equal Opportunity certifies businesses that are at least 51 percent owned and controlled by one or more minorities or women as “Minority Business Enterprises” or “Woman Business Enterprises.” The certification “carries with it significant advantages, especially for smaller, less-established firms” when it comes to “doing business with the State of Missouri,” according to the office’s website.
 
 
 
To receive the designation, the women and minorities involved must also be U.S. citizens or lawfully admitted permanent residents.
 
 
 
All certified vendors appear in a directory on the office’s website. A search on Wednesday yielded 44 certified businesses located in Springfield, from law firms to lawn care companies to day care centers.
 
 
 
Minorities in Business President John Oke-Thomas’ architecture, planning and construction management firm is one of the certified businesses.
 
 
 
“Both contractors and state agencies use this site as a resource in soliciting certified minority and/or female participation for ongoing projects,” the office states on its website.
 
 
 
The certification covers all state agencies except for the Department of Transportation, according to the office, which participates in the Disadvantaged Business Enterprise Program.
 
 
 
According to the Department of Transportation’s website, the enterprise program is a federally mandated program administered by the department that certifies “firms owned and operated by socially and economically disadvantage individuals.”
 
 
 
According to the National Conference of State Legislatures, a bipartisan organization that provides research and assistance for state lawmakers, at least 41 states have state-level minority business development programs involving certification, as well as the District of Columbia.
